The Department of Communities (Communities) is committed to creating vibrant and inclusive communities and has a unique opportunity to bring about true and lasting social change by working closely with the housing industry to significantly increase the supply and diversity of housing in Western Australia.

Partnering with the Private Sector

Communities’ ultimate objective is to provide a range of new sustainable Social Housing and Affordable Housing opportunities in Perth and the Regions, specially through infill developments of up to 30-dwellings. Communities is inviting the property development and construction industry to bring Submissions to Government and to work with Communities through early engagement to achieve its objective. It is expected that this approach will deliver improved social, cultural, environmental and economic housing outcomes for the community and better 'value for money' for Communities.

Several “Calls for Submissions” were issued in 2011-2020 to great success with many innovative proposals received. Communities was able to deliver appropriately priced housing to be sold under a shared home ownership scheme whereby Housing retains a percentage of the equity. By purchasing at wholesale prices through the Calls for Submissions process, Communities has been able to offer shared equity home ownership at price points below $300,000.

The State Government is committed to increasing the availability of social and affordable housing in Western Australia. The WA Housing Strategy 2020-2030 sets clear targets to create a more agile housing system that can respond to current and future need. It commits to a six percent net increase in social homes over the next 10 years (2,600 homes) alongside efforts to diversify the rental sector and supporting more home ownership opportunities for people on low to moderate incomes. However, the current priority is to increase the supply of social housing in Western Australia.

Design briefs, construction specifications and desired locations are available for download from this website and as part of the Call for Submissions documentation. Prospective respondents are invited to complete the online registration form below to obtain the Call for Submissions documentation. This documentation will outline the Communities’ requirements and preferences for housing.

Communities encourages the private sector to present for consideration submissions that represent value for money, achieve sustainable development outcomes, and are innovative, well-designed housing in metropolitan Perth or regional Western Australia.
