The Housing Authority advertised a Registration of Interest (ROI) in January 2015 to develop a program for the Stage 2 NGO Housing Intervention Program. From the responses received a plan was developed for the provision of 76 dwellings over the next 3 years.
However due to the ongoing decline in the rental market across the Pilbara and Kimberley regions and demand by NGOs, the Housing Authority wishes to review the demand for all NGOs and consider repurposing funding from one town to another if demand outweighs what is programmed to be constructed.
The ROI advertisement from January 2015 is below:
“The Department of Housing has secured additional funding from the 2013-14 Royalties for Regions Infrastructure and Headworks Fund for the provision of accommodation for employees of Non-Government Organisations (NGOs) contracted and funded by the State Government to provide key services in some regional locations.
The funding comprises of $54.5M and will provide up to 76 dwellings in Regional WA over a 3 year period. The NGO housing program will provide targeted investment in high-cost regional locations to sustain the delivery of key State Government funded NGO services.
In order to determine which key locations will be targeted the Department has called for a Registration of Interest (ROI) from NGOs on its demand in Regional WA.

The new homes will be leased to NGOs at a discounted rate to support the social wellbeing and sustainability of regional communities by ensuring that NGOs can continue to provide their important services.
Eligibility
Eligible Non-Government Organisations (NGOs) are invited to apply for employee housing in any of the above locations.
To be eligible, organisations must be:
- A registered not-for-profit, non-government organisation
- Contracted and funded by the State Government to provide specific services to a location that meets the location eligibility criteria above
- Able to demonstrate that the provision or expansion of services is being detrimentally affected by the lack of housing
- Generating local employment of at least 1 full time position consisting of a minimum of 30 hours per week
- Providing services to the broader community rather than primarily to the resource sector
- Willing to require their employees to provide full disclosure of household members as part of employee housing applications.”
