The development industry’s peak body has recognised the Department of Housing’s outstanding projects at its major award ceremony on the weekend.

The department won four awards out of 11 categories and three discretionary awards in this year’s Urban Development Institute of Australia (UDIA) Western Australia Awards for Excellence, including the prestigious President’s Award that recognises a project as being the ‘best of the best’ among all winning entries.

The department’s winning housing developments are: The Lime Street Project (joint entry with St Bartholomew’s House and Formworks Architecture) for the President’s Award and the Sustainable Urban Development category; Living Space for the Affordable Development category; and Brighton Estate, Butler in the Masterplanned Development category (joint entry with Satterley Property Group).

Housing Minister Bill Marmion said the department’s success in these award categories was testament to its ability to adapt to market forces and respond to the diverse housing needs of West Australians.

“These developments were designed to meet the needs of a range of West Australians, including singles, young families, seniors, and key workers,” Mr Marmion said.

The Minister said establishing effective partnerships was a major focus of the State’s Affordable Housing Strategy to create 20,000 affordable housing opportunities by 2020.

“The department is working with the private and not-for-profit sectors to develop innovative solutions that deliver a diverse range of dwellings from small units to larger family homes,” he said.

“The goal is to capitalise on the combined creativity and expertise of all parties to increase the supply of affordable housing and enable more West Australians to have a place to call home.

“These award-winning developments are further evidence that the Department of Housing is able to create attractive and affordable housing options of the highest quality through its collaboration with the private and not-for-profit sectors.”

Living Space
Winner for Affordable Development and finalist in the Sustainable Urban Development and Medium Density Development categories
The Department of Housing’s Living Space development at Cockburn Central in Perth’s southern corridor is a medium-density, mixed-use project designed to offer affordable, sustainable living options in a modern, vibrant and engaged community. The 136-unit development lies 200m from the Cockburn Central train station, is centrally located within Landcorp’s Cockburn Central City Centre and is close to health and educational facilities, including Murdoch University and the Fiona Stanley Hospital.
Comprising 67 one-bedroom, 56 two-bedroom and seven three-bedroom residential apartments - as well as six commercial units - the $41million development is largely funded through the Federal Government’s Nation Building Economic Stimulus Plan, with the department funding the land component and a portion of the construction costs. The apartments are spread across five buildings ranging from three to five stories.
Living Space offers for the first time in a single project, a mix of affordable rental, social rental, commercial rental and home ownership opportunities designed to be financially sustainable over the long term. The rental revenues from the affordable rental, social rental and commercial units will be key sources of ongoing funding to support broader affordable housing activities.

Completed in August 2012, the Lime Street Project in East Perth is an innovative homeless facility that allows tenants to move from crisis to transitional and eventually long-term accommodation while remaining part of the same community. It is the first time in Australia such a project has been attempted.
The $33million, eight-storey development consists of 148 units and 60 mental health care offices. It was majority-funded by Department of Housing through the State Community Housing Investment Program, with important contributions by the Federal Government, Lotterywest, and St Bartholomew’s.
The Lime Street Project is one of many inner-city accommodation options the department is developing as part of the State’s Affordable Housing Strategy.  By improving its engagement with the private and not-for-profit sectors, the department has been able to leverage resources and expertise to create more affordable housing opportunities for the benefit of West Australians.
Brighton Estate, Butler (joint entry with Satterley Property Group)
Winner in the Masterplanned Development category

Brighton Estate is located 37km north of the Perth CBD in the City of Wanneroo and 1.3km to the Indian Ocean. The estate comprises four primary schools, two high schools, a central lake, more than 50 parks, a community centre and a village shopping centre that includes a medical centre, supermarket, a variety of specialty shops, a cafe, tavern, and day care centre. Future amenities include additional primary schools, a 40,000sqm major retail and business centre and train station.

The project is a joint venture with the Satterley Property Group. Development commenced in 2000 and residential lots will be generally complete in the 2014 calendar year. Upon completion, the community at Brighton will be home to more than 25,000 people housed in more than 7,600 dwellings through the creation of 5,250 lots. Brighton Estate encourages environmental excellence through water and energy savings, offers a wide range of housing types and actively encourages community involvement and input. In doing so, the project has established a point of difference for which it has been recognised by the marketplace as a leading development of its kind.
